I have made sure to delete the right libcef.dll as well
and to verify again, make sure you deleted this x:\Program Files (x86)\Steam\steamapps\common\Left 4 Dead 2\bin\Libcef.dll
and not x:\Program Files (x86)\Steam\steamapps\common\Left 4 Dead 2\Libcef.dll
edit: besides that ProcessHelper.exe must automatically open upon injection, if its not running, maybe somethings stopping it/you didnt put the files where needed
another edit: try to give admin rights to ProcessHelper.exe
